  • TIDE for ELPA Screener & 2018-2019 TIDE Go-Live October 2

On July 24, the Test Information Distribution Engine (TIDE) system will launch to support the ELPA Screener. Each year it is ODE policy to delete all users and students from TIDE and re-import basic student information (SSID, school and district, demographics, etc.) from the SSID System after TIDE reopens. However, no student records will be imported in to TIDE until the October 2 launch of TIDE for the 2018-19 school year. From July 24 - October 1, 2018 the only student records in TIDE will be Temp ID records created explicitly for the ELPA Screener. Schools and districts can view students and update student test settings for 2018-19 following the launch of TIDE on October 2, 2018.

Additionally, user accounts were deleted from TIDE as of July 23. While this practice is consistent with past years, the timeline moved up from October to July to support the launch of the ELPA Screener. When TIDE reopens on July 24, ODE will add District Test Coordinators (DTCs) to TIDE based on districts’ 2018-19 DTC Designation Forms. As in past years, DTCs may then request a list of the users in their districts from the previous year from their ESD partner to facilitate the creation of user accounts for 2018-19.  However, DTCs should be mindful of who receives access to TIDE in the period between July 24 and November 2018 when local training begins. AIR will not delete users again when TIDE launches for 2018-19 on October 2; however, users will need to reset their password at that time.

  • It has come to our attention that the district addresses in the Kindergarten Assessment Order Module are incorrect. ODE and AIR are working to fix the problem. This issue will not effect where the materials are sent in July and August. This should be resolved early next week. You can still place your order as normal. We apologize for the inconvenience. If you have any questions, please contact Holly Dalton at holly.dalton@state.or.us.

    Added May 24, 2018
  • The Kindergarten Assessment materials order window in TIDE will be May 24 through June 28. Orders for Kindergarten Assessment materials can be placed in TIDE by district level users only. The Ordering Kindergarten Assessment Materials User Guide is available on the portal; it provides detailed instructions on how submit orders using the Kindergarten Materials order module in TIDE. Districts may choose to have the Kindergarten Assessment materials delivered between July 31 and August 3 or between August 21 and 24. Districts must choose a delivery window and then click [Save] or they will not receive any Kindergarten Assessment materials. After you click [Save] you should get a message saying that your response was successfully saved. Orders for materials must be placed for each school in your district that will have Kindergarten students in the 2018-2019 school year. TIDE has been pre-loaded with materials’ estimates based on the number of Kindergarten students who took the Kindergarten Assessment in your district in 2017-2018. You can change the pre-loaded number if you anticipate an increase or decrease in the number of Kindergarten students in a school in your district. Remember to click [Save] if you change the number. You will need one scoresheet for each Kindergarten student, one student booklet and one assessor booklet for every 15 Kindergarten students, and one Approaches to Learning document for every 12 Kindergarten students. Additional overage will be added to your order and shipped to the district, so please order based upon the number of students only. If you need assistance, please contact your Regional ESD Partner.

  • All Test Administrators (TAs) should ensure that all student tests have been paused prior to ending the TA test session to ensure a secure testing environment. In particular, all tests on Chromebooks should be paused before the Chromebook lid is closed. TAs can use the pause button on the TA test session screen. The TA pause button is located next to each student’s assigned test to pause in cases when the student did not select the pause button on the student screen. For more information on maintaining a secure testing environment, please refer to the guideline within the Test Administration Manual.

  • On February 15, 2018 AIR announced that it will be releasing an upgrade to the Secure Browser for Chromebooks to prevent a student’s Chromebook from going to sleep during testing. AIR was able to address this with a small update to the Test Delivery System (TDS) earlier this week, so an upgrade to the Secure Browser is not needed. Users should notice that Chromebooks no longer go to sleep while students work on draft writing responses on paper before entering their responses into the Secure Browser. No action is required on the part of districts at this time.

  • On Friday March 9th, ODE and AIR communicated that the Universal Tool Line Reader was incorrectly set to a default of OFF for all assessments. AIR has fixed this issue and Line Reader is now default to ON. Test Administrators no longer need to change this setting manually when approving students for testing, and the Line Reader tool will be available to all students.

    Added March 19, 2018
  • It has come to ODE and AIR’s attention that the Universal Tool Line Reader is incorrectly set to a default of OFF for all assessments.  AIR is working on a fix so that the Line Reader is default to ON and will provide an update as soon as possible. In the meantime, Test Administrators will need to manually turn the Line Reader tool ON in the Test Administrator Interface when approving students for testing for any students who need the Line Reader. If a student discovers they need the Line Reader after they have already started a test, the Test Administrator can turn it on by pausing the student’s test and turning the Line Reader on approving the student to log back into the test. AIR apologies for any inconvenience this workaround may cause.

  • AIR has received several reports that Lenovo Yoga N23 Chromebooks freeze when an ELPA21 Speaking items are administered on the Chromebook. AIR is working with Google on resolving this issue, and estimates the issue will be resolved in the Chrome 65 OS scheduled for release in mid-March. Until the issue is fixed, please use a different platform for administering the ELPA21 Speaking items. If a student has already begun their ELPA21 test on a Lenovo Yoga N23 Chromebook, their responses will be saved and they should switch to a different device before attempting any Speaking items. This issue only affects Speaking items on Lenovo Yoga N23 Chromebooks. We have not encountered any issues with other brands of Chromebooks.

    Added February 27, 2018
  • AIR has identified an issue with the Dictionary/Thesaurus tool available in the ELA Performance Task full write segment, where the tool does not consistently display the definition/synonyms when a student types in a word into the search field, and may display an error message. AIR is actively working to address the issue, and will post another notification once it has been fixed.  Until the issue is fixed, a hard copy dictionary and thesaurus (approved non-embedded universal tools) may be provided for students to use during testing.

  • The Secure Browser for Mac OS X 10.13 (High Sierra) is now available on the OAKS portal, in the Resources section on the Download Secure Browser tab. As a reminder, this new version is required for students who will test on OS X 10.13 only.  Please contact the OAKS Helpdesk with any questions about this Secure Browser for Mac OS X 10.13.

    Added February 16, 2018
  • Later this month ODE and AIR will release an upgrade to the Secure Browser for Chromebooks (date TBD).  A second announcement will be posted when the new Secure Browser is available in the Chrome store.

The key change with the new version is a feature to prevent a student’s Chromebook from going to sleep during testing. This improvement will help students avoid Chromebook’s default inactivity timeout while they work on a draft writing response on paper before entering their response into the Secure Browser. The updated Secure Browser will manage the power state on a student’s Chromebook only while a student is inside a test and not, for example, when the student is logging in to the test or while the test is paused.

No action is required on the part of districts to install this upgrade. All Chromebooks which have the Secure Browser installed will be updated automatically once the upgrade is available in the Chrome store. Even Chromebooks which are set up in the management console to block OS auto-updates will receive the upgrade, because Chromebooks automatically check for new versions of installed apps every time they are powered on and connect to the internet.

    Added February 15, 2018
  • AIR and ODE are announcing support for secure testing on Mac OS X 10.13 (High Sierra) beginning February 16, 2018. A new, separate version of the secure browser will be required for students who will test on OS X 10.13. The new secure browser will be available in the App store via a link on the Download Secure Browsers tab, in the Resources section of the OAKS portal.

Important Note: Once the new secure browser is released, there will be three (3) secure browsers for Mac available on the OAKS portal for use in Spring 2018.   Macs running a previous OS X version should continue to use one of the current secure browsers (for OS X 10.9-10.12,  or for OS X 10.7-10.8) and should NOT upgrade to the new secure browser.  The new secure browser for OS X 10.13 is specific to this OS version, and will not work for secure testing on machines running any other OS version.

More information is available on the Operating System Support Plan for 2017-2018, and in the Secure Browser Installation Manual, or by calling the OAKS Helpdesk.

  • AIR has identified an issue with audio and text-to-speech (TTS) functionality on the new MacOS 10.13 (High Sierra). As of November 28th, 2017 Version 10.13 is being blocked until further notice and may not be used for secure testing. The Operating System Support Plan has been updated with this information.

    Added November 28, 2017
  • AIR and ODE are now supporting Chrome OS 61, 62, and 63 for student testing.  Sites that update to Chrome OS 62 or 63 may now administer the ELPA21 Speaking portion (segment 2) on all Chromebooks (including Acer 13), since the issue with the voice recorder is resolved with these OS versions.  However, voice recording still is not supported on Acer 13 Chromebooks using Chrome OS 61 and below.  The Operating System Support Plan has been updated to reflect this change.

    Added November 22, 2017
  • As previously reported on November 7, the student accessibility supports sections on the Student Search Results and Student Details Pages are listed out of order.  The correct order of the accessibility supports should be: Embedded Designated Supports, Embedded Accommodations, and Test Access.  While this issue does not affect TIDE functionality, it may cause some confusion in the field.  A fix to the order was planned for November 17; however, AIR developers have determined that the change will take more time to implement than originally anticipated.  While AIR has not yet determined a timeline for this fix, it remains a priority. ODE and AIR will share updates through the DTC Listserv and the OAKS Portal.

    Added November 20, 2017
  • AIR and ODE have announced support for iOS version 11.1 for secure testing.  Due to a security concern, AIR has blocked iOS version 11.0 and it will not be supported. Districts should take steps to ensure their iPads are not updated to iOS 11.0, and that any devices that are upgraded are running iOS version 11.1. AIR has posted an updated Operating System Support Plan that reflects support for iOS 11.1, and that iOS 11.0 is not supported.

    Added November 10, 2017
  • All students are now loaded into TIDE and are available for users to review/modify student test settings.

    Added November 8, 2017
  • TIDE is now available for 2017-2018 users. As DTCs complete their 2017-2018 training requirements, their accounts will be activated. DTCs can then add other district-level and school-level users to TIDE, and both district-level and school-level users can begin updating student test settings. The 2017-2018 TIDE User Guide has been posted in the Resources section of the OAKS Portal to provide further information about TIDE.

At the time of deployment, there are three issues in TIDE of which users should be aware:

    • AIR is in the process of populating student records in TIDE.  All students should be loaded and visible in TIDE by 9:00 AM tomorrow, 11/8/17.
    • The Test Windows feature is currently unavailable for OAKS Science and Social Sciences.
    • The student accessibility supports sections on the Student Search Results and Student Details Pages are currently listed out of order.  The correct order of the accessibility supports should be: Embedded Designated Supports, Embedded Accommodations, and Test Access.  While this issue does not affect TIDE functionality, it may cause some confusion in the field.

AIR is working on fixes for these issues and expects them to be resolved by next Friday, 11/17/17. An announcement will be posted on the portal once these issues have been resolved. If you have any questions about 2017-2018 TIDE, please contact your Regional ESD Partner or the AIR helpdesk at oaks.helpdesk@air.org or 1-866-509-OAKS (6257).

    Added November 7, 2017
  • Updated practice tests for Smarter Balanced Mathematics and English Language Arts (ELA), ELPA21, and OAKS Science and Social Sciences and an updated TA Training Site are now available. Practice tests can be accessed using a supported web browser or the OAKS Secure Browser. The 2017-2018 TA User Guide has also been posted in the Resources section of the OAKS Portal and on the ODE website.

These practice tests provide an opportunity for Oregon teachers and students to familiarize themselves with the navigation and functionality of the online tests, as well as with the embedded accessibility supports described in the Oregon Accessibility Manual. All test administrators, including test administrators who have used the TA Interface in previous years, should practice setting up a test session using the updated TA Training Site prior to administering an operational test.

In preparation for the new item types that ODE will be field testing on the OAKS Science test in 2017-2018, a Science New Item Type Training Test is also available at grades 5, 8, and 11 for students to become comfortable with responding to the new item types before operational testing. This new training test is in addition to the OAKS Science Practice Test.

  • The 2017-2018 Operating System Support Plan for Test Delivery System stated that Android mobile devices would be supported for student testing in 2017-2018. However, as previously communicated, AIR has encountered an issue which prevents the Secure Browser from detecting and blocking other open apps. While AIR is continuing to work with Google and the Android device manufacturers to identify a solution to this important security issue, at this time ODE has decided to remove Android devices from the list of supported devices for student testing in 2017-2018. Once a solution is identified and deployed, Android devices will be added back into the Support Plan.

Android devices may be used for non-proctored practice tests, using Chrome or another supported web browser.

The Support Plan has been updated to reflect this change.  We apologize for any inconvenience.

  • As previously reported on October 3, 2017, AIR is implementing new processes to manage account activation and password resets in the 2017-2018 testing year.  The purpose of the changes is to better protect client data in the event of a cyber-attack.  The document, Fact Sheet: New TIDE Password Reset Policy, is available on oaksportal.org under Resources: Other and describes the new process in detail.  For any questions about the new process please contact the OAKS Help Desk.

    Added October 3, 2017
  • The American Institutes for Research (AIR), Oregon’s vendor for OAKS online testing, recently updated its password reset policy to improve data security.  When TIDE for the 2017-2018 testing year goes live on November 7, users will request a password reset from the TIDE page at oaksportal.org.  Once the request is made, TIDE will send users an email with a link to the reset password site.  The link in the email will be active for 15 minutes. If the user doesn't check his/her email and the email account is later compromised, the link would no longer be valid if it was discovered by an attacker. AIR adopted this new policy to ensure consistency with guidelines provided by OWASP (The Open Web Application Security Project, www.owasp.org). For questions about this policy, please contact the AIR helpdesk at oaks.helpdesk@air.org

  • As stated in the Operating System Support Plan, Chromebooks used for testing during the 2017-18 school year must be updated to Chrome OS version 60 or above.

Schools that use Chromebooks for assessment should confirm that their devices are included on Google’s current support list for the coming school year.  As stated on the Google Support website:  “Chrome devices and Android tablets for education receive automatic updates regularly that enhance both the device itself and the software on the device. However, advances in hardware and technology eventually make devices out-of-date; and as time goes by, we cannot indefinitely ensure that older Chrome devices will receive updates to leverage new OS features or that older tablets will continue to support device setup or the ability to receive content from Google Play for Education.”

Please refer to the list of Google-Approved Chrome Devices to ensure that the hardware you plan to use for testing in the 2017-18 school year is supported, and can be updated to Chrome 60+.  The list of supported devices can be found here:  https://support.google.com/edu/android/answer/6220366

  • In response to concerns about available security updates for outdated operating systems (OS), and the capacity to continue to maintain multiple secure browser versions, ODE reviewed 16-17 usage statistics.  The ODE review took into consideration the limited usage of older OS, and the potential burden on districts to update.  As a result, ODE has approved AIR to discontinue support for the following operating systems ahead of scheduled end of support, as documented in the 2017-18 Operating System Support Plan available on the OAKS Portal.

The following will not be supported in 17-18:

    • MacOS 10.6
    • iOS 8
    • Windows Vista
    • Linux- all versions

ODE is considering dropping support of MacOS 10.7 and 10.8 in 18-19.  Support will continue through 17-18.  ODE is encouraging districts to update Mac OS 10.7 to 10.11 over the next year.

If currently on Mac OS 10.7 you have the ability to upgrade to10.11 on the following hardware:

    • iMac (Mid 2007 or newer)
    • MacBook (Late 2008 Aluminum, or Early 2009 or newer)
    • MacBook Pro (Mid/Late 2007 or newer)
    • MacBook Air (Late 2008 or newer)
    • Mac mini (Early 2009 or newer)
    • Mac Pro (Early 2008 or newer)

  • Domain exemptions are not available for ELPA21 Practice Tests. They will be available on the ELPA21 Operational Tests. Whenever possible, teachers should have students complete all domains on the Practice Tests so they have the opportunity to determine whether each domain is accessible by the student.

The ELPA21 Practice Tests are divided into four segments and each segment corresponds to a domain. The order of the segments is: listening, reading, writing, speaking. Students will know that they have reached the end of a segment because they will be prompted to review their responses to questions before moving onto the next segment. In cases where the teacher knows that a student cannot respond to the questions in a domain, the teacher can respond to the questions in that domain for the student. For example, if a student cannot access the questions in the writing domain, the teacher can instruct the student to respond to all the questions in the first two segments of the test and then the teacher can respond to the questions in the writing segment and then have the student resume the test with the fourth segment (speaking).

Students are able to move freely back and forth among the four segments of the Practice Tests. However, if the student takes a Practice Test in a TA Session, TA approval will be required for the student to start the speaking segment. TA approval is not required for any other segments.

  • ELPA21 Practice Tests are now available. We recommend that you use the Secure Browser for the ELPA21 Practice Tests. Chrome (versions 41-46) and Firefox (versions 31-41) can also be used to access the Practice Tests but the functionality of the speaking segment will be impacted. ELPA21 is supported on laptops and desktops running supported versions of Windows, OS X, and Linux, as well as on iPads using supports versions of iOS and Chromebooks using supported versions of Chrome OS. The Oregon Support Plan lists the supported versions of all operating systems. However, an update to the iOS secure browser app will be required for the ELPA21 tests. We have temporarily blocked iPad access to the ELPA21 practice tests until the iOS secure browser app update is available. We expect it to be available by February 2.

  • The statewide test window for OAKS Science and Social Sciences is now open. The online TA and student interfaces are now available for Science and Social Sciences testing, and the Online Reporting System is also now available. The Online Reporting User Guide has also been updated for 2015-2016. ELPA21 tests will open on February 2 and Smarter Balanced tests will open on February 9.

  • ODE and AIR have encountered an issue with Linux Secure Browser 8.0 that affects recording of responses to speaking items on the ELPA21 tests. An updated version of the Linux Secure Browser, version 8.1, has been posted to the Download Secure Browsers page of the OAKS Portal. This version of the Linux Secure Browser also fixes the issue with ASL that was reported when Linux Secure Browser 8.0 was released. The Linux Secure Browser installation instructions in the Secure Browser Installation Manual have also been updated.

Linux Secure Browser 8.0 or 8.1 can be used in January for the OAKS Science and Social Sciences tests which launch on January 5. However, all districts using Linux for any tests must install Secure Browser 8.1 prior to February 2 when the ELPA21 operational tests go live. Linux Secure Browser 8.0 will be blocked for all operational tests, including OAKS tests, after February 1.

We are unable to use the auto-update process at this time to facilitate updating the Linux Secure Browser from version 8.0 to 8.1. Therefore, districts will need to uninstall version 8.0 of the Linux Secure Browser and then install version 8.1. While the Linux Secure Browser was built to accept auto-updates, the code to push out the updates is still being tested and given the urgency of this update we cannot wait for that testing to be complete. We are committed to having the auto-update feature fully functional by summer of 2016 so that next year’s updates to the Secure Browser will not require districts to uninstall and then reinstall the secure browser. ODE and AIR apologize for this inconvenience and the extra work that this will require for districts.

  • Updated Smarter Balanced Mathematics and English Language Arts (ELA) practice tests, updated OAKS Science and Social Sciences practice tests, and an updated TA Training Site are now available through the OAKS Portal. OAKS and Smarter Balanced practice tests can be accessed using supported web browsers or the Oregon Secure Browser. The 2015-2016 TA User Guide has also been posted in the Resources section of the OAKS Portal and on the ODE website.

These practice tests provide an opportunity for Oregon teachers and students to familiarize themselves with the navigation and functionality of the online tests, as well as with the embedded accessibility supports described in the Oregon Accessibility Manual. The TA Interface has been updated this year to make it easier for test administrators to identify and select the tests they want to administer. All test administrators, including test administrators who have used the TA Interface in previous years, should practice setting up a test session using the updated TA Training Site prior to administering an operational test. Section IV of the 2015-2016 TA User Guide explains how to navigate the updated TA Interface.

ELPA21 practice tests will be available on January 11, 2016.

  • Appendix C of the Oregon Technical Specifications for Online Testing includes a list of headphones and headsets that AIR has tested with the Online Test Delivery System (TDS). Students participating in ELPA21 will need to use a headset with a built-in microphone. Schools that choose to use headsets that have not been tested by AIR should test the headsets first themselves with the practice tests to confirm that they work correctly with TDS and the Secure Browser, particularly with the recording and replaying of the student speaking responses.

AIR is offering the Plantronics 355 headset with microphone for sale for schools and districts that prefer to order headsets directly from AIR. The Plantronics 355 headset is an analog headset that is compatible with all supported testing platforms except NComputing (USB headsets must be used with NComputing). It comes with an adapter for iPads and Chromebooks.

Information about ordering Plantronics 355 headsets directly from AIR is posted in the English Language Proficiency folder of the Resources section of the OAKS Portal. The ordering information can also be accessed directly at www.airelp.org. Please contact the OAKS Help Desk (oaks.helpdesk@air.org) if you have questions about headset ordering.

  • AIR and ODE are now supporting testing on computers using the Windows 10 operating system that was released on July 29, 2015. The 2015-2016 Windows Secure Browser 8.0 released in July can be installed on computers running Windows 10. AIR has posted an updated Support Plan and Technical Specifications Manual for Online Testing that reflect the support for Windows 10.

AIR and ODE are also supporting Chrome OS 45. The documentation has been updated to reflect this support as well.

Please note that ELPA headsets purchased in previous years will not work correctly with Windows 10 computers. Schools that will be administering ELPA21 on Windows computers running Windows 10 will need to purchase headsets that are compatible with ELPA21. The Technical Specifications Manual for Online Testing includes a list of headsets that AIR has tested with the online testing system in Appendix C. AIR will also be selling a headset that is compatible with all supported operating systems, including tablets and Chromebooks, for districts that choose to purchase headsets directly from AIR. • The Windows, Mac OS X, and Linux secure browsers are now all available for download on the OAKS Portal. The Windows and Mac OS X secure browsers were released on June 30, 2015. During AIR’s final quality control processes, AIR discovered some security issues related to the American Sign Language (ASL) support on Linux machines, which caused a delay in the release of the Linux secure browser.  To prevent further delays in releasing the Linux secure browser, ODE has decided that at this time ASL will not be supported with the Linux secure browser for 2015-2016. ASL will continue to be supported for Windows and Mac OS X, as well as on iPads, Android tablets, and Chromebooks. If your district has students needing ASL, please ensure those students have access to test on a platform other than Linux.

  • An update was made to TIDE last night that created an issue with communications between TIDE and the Test Delivery System (TDS) and  Online Reporting Systems (ORS). Currently, any updates made in TIDE to student settings or users are not being communicated to the Test Delivery System. We expect this to be fixed by early afternoon today. In the meantime, proctors can continue to administer tests and students can continue to take tests. However, if a test setting was changed for a student this morning the new test setting will not be communicated from TIDE to TDS until late morning today. As always, please carefully check all test settings before approving any students to start a test. Until this issue is resolved, please contact your ESD partner if any of your students are presented a test with incorrect test settings as a result of this issue.

The Online Reporting System was also impacted by this change. The data in ORS reflects all test data that was in the system at 6 p.m. PT on January 20. Results for tests taken today are not flowing through to ORS and therefore users cannot obtain any results for tests taken today in ORS. Participation data for tests taken today is also not available in ORS. This will be fixed overnight on January 21 and all results for tests taken today will appear in ORS by Thursday morning, January 22.

  • TIDE will be open from June 2 through July 11 for orders for kindergarten assessment booklets.  Orders for kindergarten assessment booklets can be placed by district users only.  The TIDE User Guide: Ordering Kindergarten Assessment Booklets is posted in the Resources section of the OAKS portal.  The User Guide provides detailed instructions for accessing the kindergarten booklet order window.

Districts can choose to have the kindergarten booklets delivered between August 4 and 8 or between August 25 and 29.  Districts must choose a delivery window and then click [Save] or they will not receive any kindergarten assessment booklets. After you click [Save] you should get a message saying that your response was successfully saved.

TIDE has been pre-loaded with the number of kindergarten students who took the kindergarten assessment in your district in 2013-2014.  You can change the pre-loaded number if you anticipate that the number of kindergarten students in your district will be different this year.  Remember to click [Save] if you change the number.  ODE will determine the number of booklets you receive based on the number of students entered in TIDE.

  • Google released an update to the Chromebook operating system (version 34) earlier this month. Computer-based read aloud does not work with that update. As such, we recommend that you wait to install the update until AIR and Google resolve this issue. If you have already updated your Chromebooks to version 34 of the Chromebook operating system, you will need to use other computers for students who require the computer-based read aloud feature. We will provide further guidance once this problem has been fixed.

  • The American Institutes for Research (AIR), ODE's test vendor for the OAKS assessment, identified a security issue that affects Android tablets when they are used with some Bluetooth keyboards. Until further notice, schools that plan to administer the OAKS tests on Android tablets should not use Bluetooth keyboards. No Oregon schools have used Android tablets for OAKS testing to date.

This issue does not affects iPads. Schools can continue to use iPads with Bluetooth keyboards. As a reminder, schools should use iPad Ssecure Browser version 2.2 which was released on Friday, March 21.

  • Due to an error in a date field, ELPA Batch 2 was missing the ELPA records for a number of students. All records posted on Friday, April 11 were correct; however, approximately 1,000 records from that batch were inadvertently excluded from Online Reporting. All ELPA Batch 2 records properly loaded into Student Centered Staging on Friday, April 11. This date range error was discovered by the test vendor, American Institutes for Research, today and they are in the process of updating the Online Reporting System so that all Batch 2 records will appear properly. This work will be completed today and all records should appear in the Online Reporting System by 8:00 a.m. on Wednesday, April 16, 2014.

  • ELPA Batch 1 results were posted on Friday, March 14, 2014 in Student-Centered Staging and in the OAKS Online Reporting System (ORS). Students scores were reviewed by ODE and all scores are correct and have been correct since original posting. However, ORS displayed student levels using last year's Performance Standards and Performance Level Descriptions (PLDs), rather than the new information for the 2013-2014 school year. Therefore, while the reports in ORS showed the correct ELPA scores for students, some students' scores were mapped to incorrect performance levels. For background, information about the transition in ELPA performance standards and PLDS can be found on the web at: http://www.ode.state.or.us/search/page/?id=3896.

The performance standards and PLDs have been corrected in ORS as of Monday morning, March 24, 2014. If your school or district downloaded any student ELPA reports from the Online Reporting System prior to Monday morning, March 24, 2014, please destroy those reports and download new reports. Student scores should not be changed in the new ORS reports, but the mapping between those score and performance levels and PLDs has been corrected. Oregon Department of Education's test vendor, the American Institutes for Research (AIR), identified the cause over the weekend, detailed the necessary programming changes and test cases. The changes were approved by Oregon Department of Education on Sunday so that correct ORS reports would be available to schools by Monday morning, ODE and AIR apologize for this error and the implications for schools.

  • ELPA has been updated to fix issues that have been reported to the Help Desk. The updates address the following:

    • Repeating words on Mac Power PCs. Students testing on these computers have reported that occasionally some words at the beginning of sound cues and oral prompts are repeated. This update addresses this issue. However, students who go back to review their responses at the end of the test may still experience a "hiccup" in the sound cue that causes the beginning of the sound cue to be repeated. This should occur only during the review at the end of the test and not during the test itself. We are aware that this is a continuing issue so you do not need to report it to the Help Desk if you encounter it.
    • Static. We have had multiple Help Desk cases reporting that students hear static when playing back their responses to ELPA speaking questions. We are hopeful that this update fixes that issue. However, given the number of different computer set-ups and networks throughout districts in Oregon, it is possible that some users may still experience static. If you continue to experience static when playing back recordings of ELPA speaking responses notify the Help Desk right away so that we can look into it. Before calling, please make sure that you can provide the Help Desk with accurate information about the computer and operating system on which the issue was experienced (for example, Windows 7 32-bit).

  • Secure Browser 6.5 addresses issues with ELPA recording on Mac 10.5 (Intel) computers. This secure browser can be downloaded from the Secure Browser page of the OAKS portal now.

    • Secure Browser 6.5 should be installed on all Mac 10.5 (Intel) computers that will be used for ELPA testing. If version 6.2 is installed on those computers, please uninstall it.
    • All other Mac OS X (Intel) computers may continue to use Secure Browser 6.2 for testing.

If you have not yet installed the Secure Browser for Mac OS X (Intel) computers, download Secure Browser 6.5.

  • The following clarifying updates have been made to the OAKS System User Guides:

    • Online Test Administrator User Guide. A statement has been added to page 40 warning users that if they log into a Practice Test as Guest User on a iPad with iOS 7, they will not be able to select a grade from the drop-down menu. Therefore, students who want to take a Practice Test on an iPad with iOS 7 should log into the Practice Test using their first name and SSID. Students who must log in as a Guest should take the Practice Test on a different platform.

    • TIDE User Guide. Additional information about creating Chromebook accounts has been added to page 28 clarifying that if a student moves into a school for which Chromebook accounts have been enabled a Chromebook account will automatically be created for that student. A statement was added to page 32 warning users that TIDE does not maintain a record of which students have secure Chromebook accounts. Users are advised that if they cannot remember if a secure Chromebook account was created for a student they should either create the account again (which will not change the account if it already exists) or call the OAKS Help Desk for verification.
    • Online Reporting User Guide. A statement was added to page 9 explaining that if a student has a resident district that is different from the student's attending district, both the attending district and the resident district can create rosters in the Online Reporting System that include the student. The attending district will only be able to access an attending student's results if the student is added to a roster in the Online Reporting System and the user navigates through the Online Reporting System by clicking on the roster.

All updated User Guides are posted in the Resources section of the OAKS Portal and on the Oregon Department of Education web site (http://www.ode.state.or.us/search/page/?=391).

  • Over the past week several Oregon districts have reported issues with printing reading passages. ODE's test vendor, the American Institutes for Research, has discovered that passages and items are not printing correctly when the Test Administrator uses Internet Explorer 6, 7, 8, and 9 for the Test Administrator Interface. If you think students in your test session may need to print passages or items, please use one of the other approved  browsers for the Test Administrator interface: Firefox (4.0 and above), Google Chrome (18+), or Internet Explorer 10.

  • Apple released an updated operating system, iOS 7.o, for iPad tablets on September 18, 2013. The American Institutes for Research, ODE's contractor for the OAKS assessments, has completed testing of iOS 7.0 and determined that iOS 7.0 is compatible with the current mobile secure browser for iPads and the OAKS assessments. Therefore, we will support secure student testing on iPads running iOS 7.0 during the 2013-2014 academic year. This support will be enabled on November 5, 2013 for the both the OAKS operational tests and the OAKS practice tests. Please note: users can download the mobile secure browser on iPads using the iOS 7 operating system prior to November 5, but they will not be able to use it until November 5. AIR has updated the Secure Browser Support Plan available on the OAKS Portal to reflect this expanded support.

As a reminder, for 2013-2014 the OAKS System does not support computer-based read aloud on iPads, and ELPA testing is not supported on any tablets. ODE recommends that all students using a tablet for secure testing also use an external keypad that overrides the touch screen keyboard.

  • TIDE is now open for the 2013-2014 academic year. All 2012-2013 school-level users have been deleted from TIDE and will need to be added to TIDE by their DTSA or DSA if they should have an account this year. DTSAs and DSAs who need a list of users in their district who were deleted from TIDE can obtain the list from their ESD Partner or the OAKS Help Desk.
